Quorum: AI Council
A local AI council platform. Multiple AI agents (Codex, Claude Code, and any model on OpenRouter) answer the same question, and a chair combines their answers into one consensus.
The idea
A single AI model gives you one opinion, and it can be confidently wrong. Quorum puts a question in front of a whole council of AI agents and then has a chair combine their answers into a single consensus. It also keeps score of which agent is actually best at which kind of work.
Courts
Agents are tagged, and the tags decide which courts they sit on:
- Supreme Court: every agent, for general or high-stakes questions
- Circuit Court: coding and engineering
- The Gallery: image creation
- The Foundry: STL and 3D fabrication
Agents not seated on the active court wait in the "Holding Cell" in the sidebar.
Workflow
- Convene: every member of the court answers read-only, then a chair writes the consensus. If one agent crashes or times out, the rest still respond.
- Run Benchmark: runs a court-specific task set through each agent, has the chair score every answer from 1 to 10, and keeps a rolling average for each court.
- Leaderboard: shows scores across every court, plus an overall ranking for each agent.
- Implement Last Request: hands the agreed plan to a coding workflow where Codex implements, Claude Code reviews, and Codex makes a revision pass.
Adding agents
- Local CLI agents (Codex, Claude Code, or any CLI that takes a prompt and prints an answer) are declared in one config file. No server or frontend changes are needed.
- Hosted models (Claude, GPT, Gemini, Llama, Grok, and hundreds more) are added from the UI through OpenRouter. Search for a model and it's live right away, with no restart.
Security choices
- The server only listens on localhost (127.0.0.1), so it isn't exposed to the network.
- Local CLI agents use their own existing logins, so Quorum stores no keys for them.
- The one stored key (OpenRouter) stays in a gitignored local file. It's only ever sent to openrouter.ai and is never returned to the browser after it's saved.
- Council members run read-only when convened. Only the explicit Implement step can change project files.
Engineering
The whole app is a single Node.js HTTP server plus a dependency-free static frontend: no framework and no build step. It has tests (Node's built-in test runner), linting, and formatting, and includes a Windows launcher script.
My role
Quorum was my idea. I designed the concept, the court system, the look, and the features. The code was written with AI coding tools under my direction. I understand how every piece works end to end, and I did a lot of the troubleshooting and debugging to get it running.
